预防高校职务犯罪的实践与理论思考

Practical and Theoretical Considerations on Duty Crime Prevention in Universities

近几年高校职务犯罪案频发,呈上升趋势,大案、要案增多,且具有明显的行业特点,发案部位集中在基建、招生、物资采购、学术腐败等方面。其原因在于少数高校领导干部思想道德蜕变,未能经受得住利益的诱惑和驱使,加上管理制度存有漏洞,学校设置权力时缺乏制约功能,权力过于集中,导致权力的运行缺乏监督等。为预防和遏制高校职务犯罪,学校党委必须要高度重视,成立预防职务犯罪领导小组,着重抓党政"一把手"工程,加强对领导干部党风廉政责任制考核,健全管理制度堵塞漏洞,规范程序,进一步推行校务公开,强化监督机制,坚持正面引导教育、提醒经常化,纠偏扬善,打防并举,构筑反腐的立体防线。

In recent years, there has been a great increase in duty crime in universities, which has distinctive profession traits. Most of the duty crimes arise in the field of capital construction, enrollment, goods purchase and academic corruption, owing to morality degrading, temptation-indulgence, disadvantages of the supervision system and power overuse. In order to prevent duty crimes in universities, great attention should be paid by the Party committee and a leader group of duty crime prevention is to be set up. Furthermore, we should strengthen the check-up of cadres' incorruptible responsibility, improve the supervision system, and promote the publicity of school affairs. In this way, a wall of anti-corruption will be established in universities.
