A Study of Strengthening the Management and Servicing of Rural Migrant Workers from Guizhou

进城农民工既是农民,又是都市边缘群体,他们是由经济、社会诸方面的原因造成的具有双重身份的弱势群体。20多年来农民工所构成的非正规就业有增无减,要解决贵州的就业问题,必须从三方面入手:统筹城乡发展,完善城市功能,制定鼓励农民进城的政策;建立政府目标责任制,加强农村劳动力的培训,建设城乡统一的劳动力市场;切实保障农民工合法权益,妥善解决城市农民工的社会保障问题。

Being both farmers and marginalized group in cities, rural migrant workers are a disadvantaged group with dual identity owing to economic and social reasons. In the past two decades, there has been more and more non-formal employment composing of rural migrant workers, and in order to solve the problem of employment in Guizhou, it is imperative to start with three aspects: planning urban and rural development as a whole, improving the functions of cities and formulating policies that encourage migrant workers to go into cities; establishing government goal responsibility system, strengthening training of rural labor force and building the labor market that integrates cities and countryside; and safeguarding the lawful rights and interests of migrant workers in real earnest and properly solving the problem of their social security.
