轨道交通发展长期滞后于国民经济发展 ,已成为制约建设“小康社会”的瓶颈之一。其投融资问题是实现轨道交通“跨越式发展”的最大障碍。干线铁路与城市轨道交通需要在技术上、经营上有机地结合 ,形成开放的联合体 ,最大限度地实现网络效益。应运用开发性金融理念 ,促进轨道交通的发展。如 :建立统筹还款基金 ,撬动大额信贷资金投入等。
For a long time,the development of urban rail tr ansit has lagged behind the economic development of the State,thus became one of the main bottlenecks on the way of constructing a moderately well-off society. The realize a great leap in URT development,we have to remove the biggest barrie r-the financing for construction.The author argues that the railway artery and the regional rail transit have to combine their technique and operation organica lly,establish an open alliance to realize the maximum benefit of the network of transit.Also,the open financing theory,including the establishment of a fund for repayment,the inducement of large amount credit investment,etc.,shall be appli ed to improve the development of URT.
