以人为本是科学发展观的本质和核心,也是中国共产党的根本价值追求.把以人为本作为自己的价值追求,既是无产阶级政党的内在要求,也是中国共产党领导革命和建设经验的科学总结.实现"以人为本"的根本价值追求,涉及到理念、政策和行为三个层面.党只有牢固树立"以人为本"的执政理念,又把这种理念具体化为党的路线、方针、政策,并通过自己的实际行动维护、实现和发展好人民的根本利益,才能真正把以人为本落到实处.
