居住环境评价中居民参与意识调查研究

RESEARCH ON PARTICIPATORY CONSCIOUSNESS OF INHABITANTS IN LIVING ENVIRONMENT EVALUATION

居民参与是居民环境权的具体体现 ,居住环境评价中居民参与意识的调查是研究构建“住宅光环境性能评价指标体系”的基础。通过对居民参与问卷调查、专家咨询和信访投诉的参与频率 ,水平与质量等的研究 ,基于调查结果 ,分析了居民参与的现状 ,存在的问题和原因。提出“小环境 ,大问题”的环境观念 ,“居住环境作为健康工程”的工作意识 ,制定完善居住环境质量标准和评价机制 ,开展环境意识教育 ,加强居住环境质量监管等解决问题的对策。

Participation of inhabitants is the embodiment of inhabitants′ environmental right, and the research on participatory consciousn e ss of inhabitants in the living environment evaluation is the basis for studying the evaluation system of light environment of dwelling. According to the resear ch result of the participatory frequency, level and quality of the inhabitants′ participation in the questionnaire method, expert consultation and letter invest igation, this paper studies and analyses the present situation, problems and cau ses of participatory consciousness of inhabitants in the living environment eval uation. It points out environmental consciousness of “the small environment, th e big problem”, and raises the solutions that using living environment as work consciousness of healthy engineering, customizing the quality standard and eval uation system, enlarging the education of environmental protection, strengthenin g the monitoring of living environment quality, and so on.
