Personal Opinions on Speeding up the Development of Forest Market Economy

为实现党所确立的市场经济体制的改革目标,作者根据邓小平同志提出的3个“有利于”准则和市场经济的本质,从若干方面讨论了为培育林产业市场所必须认识的若干林业特点。同时针对我国目前林业生产中存在的问题提出了深入改革的一些见解。

In order to attain the reform goal of market economy in China, the author dis-cusses on some traits of forestry in several aspects that must be recognized in fostering themarket of forest industry. At the same time he gives ideas on deepened reform in view of theproblems in the present forest production in China. According to his view, not all forest re-sources can enter market for exchange, siviculture and wood processing all need readjust-ment by focusing on the exploitation of medium and small dimension stock, positive deleg-ating authority to enterprises is a guarantee in pushing up the market economy, workers in-itiative and sense of responsibility should be stimulated by reforming the system of distribu-tion and management, competitive mechanism should be established at the managerial level,separate management in the collective forest areas should become joint management andgroup management on a definite scale. The status of political supervision integrated withenterprise management in the national forest areas should be radically changed, and group ofcompanies should be set up with state assets separated from management right.
