摘要 [目的]研究卫生信誉体系的建设。[方法]采用流行病学及情境分析法。[结果]研究了创新卫生监督管理模式,建设卫生信誉体系的社会背景;研究了卫生信誉体系建设的基本模式,实施以风险度为依据,企业信誉度为标准的卫生监督量化分级管理。要求以现代法制为基础,建立一个政府、行业协会、企业、消费者相互促进,相互监督,共同参与的社会法治信誉体系;企业自律是建设社会法制信誉体系的关键;卫生监督量化分级管理可有效促进企业自律。[结论]卫生监督量化分级管理是建立卫生信誉体系的最有效途径与基本模式。 Objective: researching the construction of health credit system. Methods: adopting the methods of epidemiology and analysis of scene. Result: researching the innovative management mode of hygiene surveillance, constructing the social setting of health credit system, studying the primary mode for constructing the health credit system and actualizing the quantified and classified health management based on the degree of risk and taken the degree of credit as standard. Required to take the modern legal system as the basis to construct the social legal credit system, which government, guild, consumers promoted, supervised, and joined together. The self-discipline of enterprises is the key to construct the social legal credit system. The quantified and classified hygiene management is able to promote the self-discipline of enterprises. Conclusion: the quantified and classified health management is the most effective and primary mode to construct the health credit system.
