针对建三江垦区水资源利用现状 ,提出了建三江垦区在合理利用地下水的同时 ,应尽快把开发利用地表水提升到战略高度 ,并阐述了地表水开发利用的模式 ,提出了节水技术、管理、环保、节水农业等创新体系的构想。

This article mainly talks about how to make use of the water under the ground reasonably and paying more attention to the use of surface water allording to the present condition of water resources in Jiansanjiang at the same time,it makes a systematic exposition about the modes of the virgin surface water and the idea of how to save water.
