怒江州可持续发展及其开发模式的系统视角

Viewpoint on Sustainable Development and Exploitation of Nujiang State

怒江州资源富集而发展极其落后,是云南省扶贫攻坚的重点和难点区域。目前,政府、投资人、环保部门、科研人员等都把焦点集中于怒江丰富水能资源的开发与否的讨论之中,事实上,怒江州的发展是个复杂的系统工程,单一方面的资源开发,很难实现系统的持续发展,甚至会带来更多的负面影响。对于资源富集地的开发,涉及到当地群众、政府、投资者、生态等综合利益博弈和协调问题。鉴于此,怒江州必须坚持走可持续发展之路,以系统整体协调的理论指导其发展,并因地制宜,找出切实可行的开发模式。

Although there are resource enrichment in Nujiang State, its development is quite slow-paced, and it is the stress and difficulty of Yunnan Aid-the-Poor Program. The debate on whether the rich water resources in Nujiang state should be exploited or not among all interest groups is still heating. Based on the system theory, the paper examined the connotation of sustainable development and its equilibrium issue among the society, economy and ecology, presenting a basic model of sustainable development and countermeasures, with the hope that it could be useful to the development of Nujiang.
