摘要 行政问责制在中国实施需要适宜的外部条件,既要打破传统的官本位观念,又要政务公开、政务透明,并需加强与其相关的配套法律、法规建设和强化行政问责制体外的控制手段建设;同时,还需要相应的内部因素,如加强异体问责、强化对行政问责制制度自身的建设。另外行政实施问责制,不应只针对失职领导而放过造成失职的体制漏洞,实施后还应考虑被问责官员的出路问题。 Administrative system of China needs suitable and external conditions to break the traditional officer's concept,to make government affairs to public,to improve the established laws and to reinforce construction of regulations as well as administrative liability system.Meanwhile,the internal factors are also demanded to enhance variant intendance,to consolidate construction of administrative system itself.This paper discusses that the system is not only to the negligence of leaders' duty,but also to the flaws that caused the negligence of leaders' duty and to considering the future of those officers who are questioned with system.
