摘要
科学发展观警醒国人关注“以人为本”。在中国 ,只有明确以农民群众为本才有可能真正贯彻以人为本。这不仅因为此乃“三个代表”重要思想和科学发展观的题中应有之意 ,而且因为有农民才有中国的历史和现实 ,有历史才有我们。以农民为本不等于以“农”为本。个体经营的小农只能是市场竞争中的输家。营造适当的制度环境 ,让农民组织起来闯市场 ,协助农民群众成为市场经济主体 ,才有可能尽快实现中国经济社会的全面现代化。
Science development view reminds us to pay attention to “found on people”. In China, only crystallizing found on farmer crowd may just implement really found on people. Not only because it is embodiment of “there represents” important thought and science development view, but also because only have the farmer to just have the history and the reality of China. Because only having the history to just have us. Fund on peasant is unequal to fund on “agriculture”. Individual management of small agriculture is the loser within the market competotion only. The system environment of proper construction lets farmer organize rushing market, and helps farmer crowd to become the main part of market economy. We may just realize the overall modernization of Chinese economic society as soon as possible.
