摘要
市民素质是关系到一个城市的全面、协调、可持续发展的重大战略问题 ;要建设好现代化的城市就必须要树立“以人为本”的科学发展观 ,即实现人的全面发展 ,全面提高市民的身心素质、文化素质、思想道德素质、政治素质、生态意识和审美意识 ,等等 ;而人的全面发展和市民素质的综合提高是一个很复杂的系统工程 ,其中制度是保证 ,环境是关键 。
The diathesis of civilian is an important strategic problem with close relation to a city's all-sided,harmonious and sustained development;to found a modern city is to realize modernization of people in advance,namely enhance diathesis of body and mind fully?cultural diathesis?idea and normal diathesis?politic diathesis?zoological consciousness and aesthetic consciousness,etc;to improve the diathesis of civilian is a quite complex systems engineering,thereinto system is guarantee,condition is key,education is basic.
