作为我国重要的高等教育基地的陕西省,实现高等教育大众化是其经济、社会发展和实施西部大开发战略的必然要求。陕西高等教育大众化的战略实施,将直接加快陕西省高等教育的发展。陕西高等教育大众化要坚持准确定位与质量保证,坚持以高职高专教育为主导的“低重心”选择,坚持以内涵与外延并重的发展战略。

Shaanxi Province is an important base of higher education in China. The popularization of higher education is the inevitable requirement of the social and economic development and the central government's strategy for West development. In light of the conditions of Shaanxi Province and the development of higher education, 20% of the gross enrollment rate of higher education is the minimum standard for the popularization of higher education. To achieve the goal, equal emphasis should be put on both quantity and quality, with the development of specialized higher vocational education as the orientation. As far as the strategic countermeasures are concerned, the principle of promoting both state-sponsored and non state-sponsored universities and colleges should be followed and relevant universities and colleges should be accurately positioned and classified.
