从别斯兰悲剧看后“9·11”时代全球反恐的困境

Reflection on the Predicament Faced by Globally Anti-terrorism Movement inPost-Sept 11 Era from the Viewpoint of Beslan Tragedy

别斯兰悲剧凸显了国际社会反恐的困境。如何将反恐纳入国际社会的法制框架,这是国际社会反恐面临的第一个困境,而反恐中人权和主权的矛盾则是第二个困境,正确分析和看待这两个困境并采取相应的反恐措施是目前国际社会的重要课题。

Beslan tragedy focused the predicament the international anti-terrorism movement is facing. The first predicament the anti-terrorism effort by international community has to face is how to put anti-terrorism movement into a legal framework. The second one is contradiction of human rights to sovereignty. A significant task for international community is to accurately analyze the two predicaments and deal with them with some appropriate measures of anti-terrorism.
