城市化进程中的“城中村”改造探析

Transformation of "Villages Inside Cities" in the Course of Urbanization

“城中村”改造是城市化过程中的突出问题,是由农村管理体制向城市管理体制转换的过程。它牵涉到国土房管、户籍治安、社会保障、环境卫生、社区结构、经济组织形式等多方面的改革,是一项牵涉面广、政策性强的系统工程。通过研究武汉市江汉区“城中村”改造中涉及的问题,探析了“城中村”现象产生的深层次原因,提出了改造“城中村”的对策和建议。

In recent years, with the fast development of urban economy, gradual expansion of the urban areas and rapid increase of the population have formed the phenomenon of 'villages inside the cities, and cities in between the villages'. The transformation of villages inside the cities has been a prominent problem in the course of the urbanization and an inevitable process by which the rural system of management is converted to the urban system of management.It involves reforms in such fields as territory real estate management, household register public security, social security,environmental sanitation,community's structure,economic organizational form,etc, and therefore a systematic project related to the state policies. Through studying the problems in the transformation of 'villages inside cities' of Jianghan District of Wuhan City, this paper tries to explain the profound reasons for the phenomenon of 'villages inside cities' and puts forward countermeasures and suggestions for the transformation of 'village inside cities'.
