摘要
城市发展的过程,实际上是经济要素向城市聚集与土地利用集约化的过程。通过公共投资对资本性公共品的提供,促进了城市土地的优化利用,提高了城市的集聚经济。而通过土地资产的运营,对提升城市土地资本价值,形成城市公共基础设施投资的良性循环将大有裨益。因此,有必要从城市土地公共投资政策的角度,来探讨当前我国城市公共投资与土地经营存在的问题及对策分析。
The process of city development is virtually one of economic elements gathering toward cities and land use becoming intensive.The provision of the public investment to the capitalized public items has promoted the optimized utilization of city land and raised the intensified economy of cities. The operation of land capital will be beneficial to the improvement of the value of land capital and to the formation of good circulation of investment to the basic facilities of cities.The paper also discusses the problems in and countermeasures for the public investment and land operation in cities from the perspective of the policies of urban land public investment.
