Before reforming and opening, the legitimacy of the CPC being in power concentrate on ideology. In the end of the 1970s, the crisis of legitimacy concentrate on ideology arose. The CPC in the representative of Deng Xiaoping transferred the legitimate base from ideology as its heart to economic achievement as its heart and successfully fulfilled the first transformation of the legitimacy. At present, the legitimacy of the CPC being in power concentrate on economic achievement is facing new challenges, innovating new legitimacy of being in power and fulfilling the second transformation of it is the important task for our party to construct the legitimacy of being in power.
