该文在总结我国医疗保险制度改革十年成果的基础上 ,从坚持以人为本的角度出发 ,按照科学发展观和建设小康社会的要求 ,提出了实现医疗保险可持续发展的措施 ,阐述了构建小康社会医疗保障体系的建议。

This article summarizes ten years reform results of medical insurance system in the nation. Basing on a human oriented way, following the scientific development concept and demand of building well off society, this paper provides the method on how to achieve the sustainable development of medical insurance system, and proposes the suggestions on how to building the medical insurance system in the well off society.
