Key problems on resettlement induced by channel construction in South-to-North Water Transfer Project and countermeasures

通过对南水北调渠道工程特征和征地特点的分析,提出渠道工程移民的特征,指出南水北调渠道工程移民安置将面临人口界定、城乡接合部移民安置和临时占地三大关键问题,并根据已建河道工程移民安置的经验和教训,提出了相应的对策.

Based on an analysis of the characteristics of the channel project and nature of land acquisition in the South-to-North Water Transfer Project, three key issues, concerning resettlement induced by channel construction in the South-to-North Water Transfer Project were presented, including the definition of resettlers, the arrangement of resettlers from urban and rural jointing areas, and the temporal land occupation. Some countermeasures were put forward through learning of experiences and lessons from some projects having been constructed.
