人的本质安全包括两方面基础性含义 :一是人在本质上有着对安全的需要 ;二是人通过教育引导和制度约束 ,可以实现系统及个人岗位的安全生产无事故。职工的本质安全是本质安全型矿井中的基础性环节。相对于物、系统、制度等三方面的本质安全而言 ,具有先决性、引导性、基础性地位。徐矿集团从中国国情和企业实际出发 ,制定了全国第一部《职工本质安全宣传教育大纲》 ,系统全面地构建了崭新的本质安全理念 ,使创建本质安全型企业的活动步入规范化、科学化轨道。

Our human beings' essential safety has two basic meanings: first, Human beings instinctively require safety; Secondly, By instructing and restraint of rules and regulations, work safety without accidents in the system and personal posts is able to come true. On the basis of present situation of China and the enterprise, Xu Zhou Coal Mining Group wrote the first “ The Propaganda and Education Outline of Staff Essential Safety' in China, Which establishes comprehensively and systemically a new concept of essential safety so that the activity of building essential safety enterprises is becoming standardized and scientific.
