防洪型水力发电企业的经营困境及对策——以江垭水电站为例

Difficult operating status of flood control type waterpower plants and its countermeasures

简述江垭水利枢纽工程经营现状,分析经营困境的原因,提出防洪型水力发电企业走出困境的对策是适当提高上网电价,减轻税负,划拨防洪工程维护专项款和移民后期扶持专项款给企业,减轻企业负担,在确保防洪安全的情况下,适当上调防洪限制水位,合理分配防洪型水力发电站担任电力系统的调峰调频任务所发挥的调节效益。

In this paper the current operating status of Jiangya Waterpower Plant as well as its difficult operating causes is presented. It is put forward that the countermeasures for flood control type waterpower plants is to raise their electric rate, to mitigate their tax burdens, to obtain their special rehabilitation fund, to raise their flood limit level under the perquisite of safety and to allocate their adjusting role, etc.
