The SCRB method is that based on division of investment into a water resources project, that is separable investment and remaining investment, the latter is allocated, and it can greatly minimize error of investment allocation so as to provide reliable basis for decision of investment and schemes of collecting fund. It is in favor of improving the operation and management level of water resources projects.
