Changing Dual Economic Structure of Town and Country and Building a Comfortably-off Society All-sidedly

城乡二元经济结构是片面发展城市工业的结果,它造成了乡村人口比重大、农业劳动生产率低、城乡收入差距过大、农民收入增长缓慢、农业劳动力过剩、就业问题严重等一系列问题。改变二元经济结构,就要建立市场经济体制下的新型城乡关系,消除体制和政策障碍,还农民以公正待遇;加快城市化进程,为农村劳动力的转移拓展空间;进一步调整国民收入分配结构和财政支出结构,加大对农业的支持和保护力度。

Dual economic structure of town and country is the result of developing municipal industry unilaterally. It brought about a series of problems, such as large specific gravity of country population, low agriculture productivity, large income disparity between town and country, slow increase of peasants' income, surplus of agricultural labor force, serious of obtaining employment and so on. Changing dual economic structure requests to establish a new relationship of town and country under market economic system, remove the obstacles of system and policies, and give fair treatment to the peasants. We should expedite the course of urbanization and expand space for transfer of country labor force. We also should further adjust distribution structure of national income and structure of finance expenditure, and step up support and protection for agriculture.
