由于政治上的需要、经济利益的驱动和人口发展要素的影响，国外移民的政策相当复杂。这对非法移民表现出了双重标准，这种双重标准在国门开放程度、对入境非法移民的态度等方面直接体现出来．以直观的形式对非法移民群体产生了吸引力，不断刺激其产生、发展，特别对包括我国在内的移民输出国打击非法移民活动形成了巨大的压力，产生了广泛的影响。
