摘要
随着国际社会对环境问题的关注和公众环保意识的提高 ,森林认证作为促进森林可持续经营、产品市场准入的一种市场机制 ,已经为越来越多的国家所接受 ,并作为一种“软”政策工具 ,在国际贸易中扮演越来越重要的角色。建立科学完善的森林认证体系 ,是认证活动健康有序发展的保障。该文结合我国的经济社会发展水平和林业特点 ,探讨了森林认证体系的内涵和基本特征 ,同时提出了我国森林认证体系建设中应注意的问题。
With an increasing attention from international community to environme nt and a growing awareness of the broad masses on environmental protection, fore st certification as a market mechanism for promoting sustainable forest manageme nt and accessing to international market has been adopted by more and more count ries. Meanwhile, it plays an important role in international trade as a “soft' p olicy tool. Establishing a scientific and perfect forest certification system wi ll safeguard the healthily and orderly certificating activities. This paper prob es into the connotations and basic characteristics of forest certification based on China's development status and forestry features, and brings forward some pr oblems to be settled in China's construction of the forest certification system.
