我国农村金融体制改革初探

On the Reform of Rural Finance System in China

“三农”问题的核心是如何增加农民收入 ,实现途径是培育和完善农村要素市场 ,推动农村劳动力转移 ,保持农业的稳定、持续发展。所有这些问题的最终解决都直接或间接依赖于农村金融的发展和支持。我国的经济体制改革是从农村开始的 ,主要以市场化为改革方向。金融体制改革是我国经济体制改革的核心环节 ,主要包括两个方面 :国有商业银行不良资产的处置和农村金融体制改革。该文通过分析我国农村金融体制改革的历程与存在的问题 ,指出农村金融体制改革面临的障碍与农户融资的困难 ,并对我国农村金融体制改革与经济发展提出了具有建设性的政策建议。

The core of the issue of “San Nong' (farmer, village, and agriculture) is how to increase the farmers' income and its solution is to cultivate and per fect the rural factor market, stimulate the transfer of rural farmers into urban labors, and maintain a stable and sustainable development of agriculture, each of which directly or indirectly relies on the development and support of rural f inance. China's reform of economic system started from village, with market as i ts orientation, and the reform of finance system becomes the key in the reform. Finance reform covers two aspects: the disposal of non-performing assets of sta t e-owned commercial banks and the reform of rural finance system. By analyzing t h e course of China's rural finance system reform and its existing problems, the p aper points out the obstacles encountered in the rural finance system reform and the difficulties faced by farmers in financing, and puts forward some const ructive policy proposals on China's rural finance system reform and economic dev elopment.
