对完善包头市城市居民最低生活保障制度的系统思考

A Systematical Consideration on the Lowest Life Guarantee System of Urban Residents in Baotou City

由于经济体制转轨和经济结构转型,包头市的城市贫困问题正日益突出。城市居民最低生活保障制度建立后,包头市在城市反贫困方面取得了一定的成效。但是目前包头市的城市低保制度在运行中仍然存在着许多问题。只有通过科学确定保障标准、拓宽多元筹资渠道、严格规范管理制度、建立互补运作机制等一系列措施才能不断完善这一制度,提高反贫困的社会效果。

Due to the transform of economic construction and economic system, the poverty problem in Baotou City is outstanding increasingly. After the establishment of the lowest life guarantee system of urban residents, Baotou City came a long way in anti-poverty. However there are lots of problems in running the lowest life guarantee system in Baotou City. Only if we standardize the procedure for guarantee, broaden the multi-sources of collecting funds, regulate the management strictly and establish the complementary running mechanism etc., the lowest life guarantee system could be perfected constantly, thus the social effect of anti-poverty will be consequentially heightened.
