Zhou Xuesi's Request and“Changing Yue Entering Huai”in the Area of Hengzhou Fu in the Qing Dynasty---the Study of Common Salt Monopoly in the Border of Xiang,Yue and Gan in the Qing Dynasty

清制，食盐分销区，湖广衡州府食奥盐。其时，奥盐绕道广西进入衡州府，路远费重且质次价高，而邻界地区的淮盐低价而质优。从而引发盐商周学思们叩阍一疏，最终“请而后许”。

The system of the Qin Dynasty:common salt was divided into many marketing areas.In the time,Yuesalt was sold to Hengzhou Fu by passing and,its quality was very low and its price was very high,but thequality of Huai salt nearby was very high and its price was very low.Thereby,salt tradesmen,Zhou Xuesi etcwrote a request to the emperor and at last“request was allowed”.
