摘要 多云多雨地区是指以年平均降水量不小于 80 0mm、气候湿润、降水丰沛、年晴天日数少于 5 0天、常年云雨覆盖的包括陆地与海洋的广大湿润地区。这也包括人口增长迅速、城市化进程显著、经济最为活跃的地区。由于天气条件的影响使光学遥感在这些地区的应用受到了很大限制 ,而具有全天候工作能力的雷达遥感数据具有广阔的应用前景。本文简要阐述了多云多雨地区遥感的特点和意义 ,分析了遥感技术尤其是微波遥感技术在这一地区各领域的应用前景 ,指出了相关基础设施建设的紧迫性以及服务机制转变的重要性 。 The cloudy and rainy areas refer to a vast expanse of damp area of land and ocean which are covered with cloud in most time of a year and with abundant precipitation greater than eight hundred millimeters per year as well as with the number of clear day less than fifty days a year. The areas are also characterized by the rapid increase of population, marked advancement of urbanization and fast development of economy. But the weather in the areas imposes the great constraint on the application of optical remote sensing. The weather independent and all-day imaging capability of radar remote sensing shows its advantages for various applications in the areas. This paper briefly introduces the characteristics and significances of CARRS and discusses the potential of microwave remote sensing applications in the area. Authors indicate in this paper that building up the infrastructure and improving the services are very important. They also put forward the opinion to link the studies on CARRS and the regional system.
