On the Conditions of Citizens' Participating in Government

市民参政的良性发展是城市政府治理目标实现不可缺少的中介,而政府实施科学的治理、市民参政素质的提高、法制的进一步完善、一定的物质基础和较低的参政成本以及良好的行政文化氛围是扩大我国市民政治参与和提高市民参政水平的主要条件。

Citizens' participating in government is a necessary inter-medium between people and government for making an efficient municipal government. This paper focuses on some elements , which exert a great influence on citizens' participating in government , such as good governance , the quality of citizens' participating in government , perfecting of law systems , certain material base, low cost for the participation and the better environment of administration .
