摘要
在分析中国公务员晋升制度激励功能的基础上 ,找出了影响激励功能发挥的主要障碍 。
The exciting founction of the regularity of China's public official's promoting to a higher office was analyzed.The factors which affect the exciting function were put forward. The countermeasures to ensure the exiting function to play a good role were presented.
