本文依据党中央、国务院明确提出的要推进政府机构改革、转变政府职能的政策 ,论述了北京市文化行政体制改革应走的道路 。

According to the policy on carrying forward the reform of government organizations and shifting the government functions which are instructed clearly by the Party Central Committee and the State Council, the author discourses on the way how the cultural administrative system in Beijing should be reformed; and looks forward to the prospects that the capital cultural industry will be developed in the future
