本文通过分析德国R&D体系的几个特征 ,结合一些具体事例 ,试图凸现隐含在德国技术政策中的文化因素。以德国联邦 (州 )政府、工业界以及学术界之间通力合作为主导 ,致力于技术创新和推广的服务网络模式 ,是一种非常成功的体制 。
