摘要
作者分析了市场经济条件下城市规划的权利构型及权利要素的作用关系，指出和城市规划相关的各种权利必须被纳入到一个清晰明确的法律框架中。如此，城市规划的权利才能得到有效的行使，否则将有可能导致城市规划的瓦解。
The article analyses thepower framework of the urban planning and the functioning relations between power elements. It emphasizes that powers related to urbanplanning must be put into concretelaw framework. So that the power canbe effective or it may result in invalidurban planning.
