修改城市规划法的总体思路探讨

General Thinking on the Revision of Urban Planning Law

作者从分析新形势下我国的城市规划现状与变化、城市发展与经济运作机制的客观要求以及民主与法制建设的进展等角度入手，提出城市规划法必须提高城市规划的作用和法律地位，确定相应的城市规划体制，确立区域控制和协调城市化进程的职能，强化对城市土地利用的管理、建立与完善行政执法机制和行政执法监督机制的总体思路。

Beginning from the analyses on current situation and changes of our country's urban planning law under new context, objective requirement of the mechanism for urban development and economic operation and the construction of democracy and legal system, the article puts forward the general thinking as regards to the revision of urban planning law. The law must confirm the function and legal position of city planning, work out correspondent planning system, establish regional control, harmonize its functions in urbanization,strengthen the management for city land use and perfect the mechanism for administrative enforcement and supervision.
