作者通过比较我国城市规划法系建设在计划经济体制和市场经济体制下的不同特点、作用和地位，参照国外的城市规划法系建设的演进历程，对我国城市规划法系及其建设作了一个全面、科学的阐述和分析，并对其发展和依法行政提出建议。
The article compares the characteristics, functions and positions of legal system construction for China's urban planning under planned economy system with those under market economy system. In accordance with the development course of the legal system construction for overseas urban planning, it makes an overall and scientific exposition and analysis of the legal system and its construction for domestic urban planning and puts forward some advice for its development and enforcement.
