摘要
党的十五大在总结历史经验教训的基础上 ,明确提出了依法治国的伟大方略 ,这是中国共产党治国方式、领导方式、执政方式的重大转变 ,也标志着我国社会主义法治建设进入到一个新的历史发展阶段。在这一历史转变的过程中 ,树立起法律至上的观念 ,是历史发展的必然要求。
The Fifteenth Plenary Session of CPC, based on the historical experien ces and lessons, puts forward a great strategy that ruling the country by law, an important turn of CP C in ruling and leading as well as powering style, indicating that China's socialist legal construction has develo ped into a new historical period. In the course of the historical turn, encouraging the idea-supremacy of law is necessary in the historical development.
