市场经济体制与司法体制的不完善 ,加上人们对执行工作的认识偏见是造成执行难的主要原因。克服“执行难” ,需要各级党委、人大加强领导和监督 ,社会多方面共同参与 ,运用政治、经济、法律、行政、教育等手段 ,综合治理和改善执行环境。如此 ,才能使执行工作走出“执行难”的困区。

The imperfect market economy system and judicial system, along with the people's prejudice to execution result in 'difficulties to enforce the law'. Aiming at these realistic problems, how to overcome 'difficulties to enforce the law' res ts with whether the Party Committees of all levels as well as the People's Congr e ss are capable of enhancing guidance and supervision or not. Every work of life should participate in the society actively and tackle problems in a comprehensiv e way to improve the enforcing circumstances by means of politics, economy, law, administration, education, which will put 'difficulties to enforce the law' to an end.
