Rule of Virtue and Moral Developments

德治与法制是有机统一 ,以德治国是我国治国方略的完善和创新。道德具有不同于法律的约束力和适应面。在我国历史上 ,“以德治国”、“道之以德”、“轻罪重刑”、“德重刑辅” ,德法兼用等不同时期的思想主张及其论争体现了德治思想的递进和演化过程。市场经济健康、有序的发展 ,需要法制 ,也需要德治予以保障。市场经济既是法制经济 ,也应是德治经济。实行以德治国 ,教育是基础 ,实践是关键 ,其有效途径在于 :建立道德评价标准 ,完善道德教育方法 ,提供道德建设的制度保证。

From legal localization, the traditional experiences of rule of virtue in China, with the market economy's objective demands of the developing socialism, embodie three aspects. It is necessity to knot 'rule of law' together with 'rule of virtue'. And it is also the necessarily paths by establishing the system of moral standard evaluation, perfecting the moral education methods with systemizing of moral developments.
