Human Capital and Transition in Mode of Economic Growth

在实现经济增长方式转变战略目标的背景下 ,在知识经济大潮的趋动下 ,人口素质以及人力资源的质量问题正日趋突出 ,人力资源的教育开发、人力资本的积累、结构优化及合理配置等问题日益凸显。本文通过我国经济增长因素分析 ,劳动力、人力资本存量及其变动与GDP产业结构的变动率分析 ;通过对未来十年实现政府经济发展目标所需人力资本增长的预测 ,论证推动未来经济增长方式转变的关键因素是人力资本质量的提高。

At the strategic target of realizing the transition in economic growth mode, accompanied with the trend of knowledge economy, people are putting more emphasis on population quality and the quality of human resources. It is becoming highlighted to educate and develop human resources, accumulate human capital, optimize structure and allocate them reasonably. The article analyzes the factors affecting China's economic growth, the stock of and change in laborer and human capital, and the change rate of GDP industrial structure. By forecasting the growth in human capital requested by the government to realize the economic development target in the future decade, the author demonstrates that the quality improvement of human capital is the key to launch the transition in the mode of future economic growth.
