行政法基本原则对行政法的制定、实施等全部活动过程具有“指导”作用。“指导”作用是行政法基本原则的核心价值所在。据此 ,本文认为我国行政法基本原则为 :合法性原则、民主性原则、及时救济原则和统一原则。

The instructive function is the essential part of the fundamental principles of administrative law. According to this, this essay regards the doctrine of legality, democracy, timely remedy and integration as the fundamental principles of China's administrative law.
