自 1999年以来，欧盟独立防务建设启动并步入高速发展轨道，标志着欧盟建设已由经货联盟转向了政治联盟新阶段。欧盟加快独立防务建设是在世纪之交，在国际政治、经济秩序面临重组、“一极”与“多极”之争加剧的形势下，进行的重大战略调整。欧盟外交安全一体化是一项庞大的国际系统工程，涉及国家主权的让与、国防结构的转换和调整，以及军工重组、改革等方方面面，不亚于其经济一体化的难度。欧盟独立防务的发展还受到美、 欧、俄大三角关系的制约。 欧盟共同外交安全政策作为世界多极化进程的组成部分，需经一个长期复杂和曲折的过程。

Since 1999, European independent defense has initiated and developed at a fast pace. It marks the shift of European Union from an economic and monetary alliance to a political and security alliance. At the turn of the century, international political and economic order faces pressure of reform, and competition between the superpower and other major powers goes intense. Under such circumstances, European Union's independent defense development is an important strategic adjustment. Diplomatic and security Integration of European Union is a huge international system project, involving cession of state sovereignty, adjustment of defense structures, and regrouping of military industries. It would be more difficult than economic integration. EU's independent defense development will be constrained by the triangular relations of the United States, European Union, and Russia.
