我国中西部地区乡村城市化问题与对策探讨——以中西部地区第一个乡村城市化试点县市巩义为例

ANALYSIS OF THE QUESTIONS OF RURAL AREA URBANIZATION IN THE MID-WEST PART OF CHINA ——A Case Study of Gongyi County-National Experimental Unit of Rural Area Urbanization

文章以我国中西部地区第一个国家级乡村城市化试点县市巩义为例 ,剖析了中西部地区乡村城市化的理论背景、制约因素以及面临的主要问题 ,并提出了促进乡村城市化的若干对策。

Rural area urbanization is the inevitable outcome of the social and economic development in a country. Because of the unusual dual social and economic structure and great regional difference,Chinas rural area urbanization is characterized with typical difference of region and stage. The paper begins with the some theoretical backgrounds of Chinas rural area urbanization such as present situation,dynamic mechanism and different developing models. Then,it analyses 4 important influential factors in the rural area urbanization,including relevant policy,capital,Chinese peasantssense of value and behavior and development of village and township enterprises. Naturally,it comes to a conclusion that rural area urbanization of Mid West part in China should remain on experimental stage,only can adopt unbalanced developing strategy and put the top priority on some points which can propel the overall development. On the basis of above conclusions,as making Gongyi county in the Henan province,the first national experimental urbanizing rural area in the Mid West part of China as an example,this paper discusses some problems,which may be met in the process of rural area urbanization of Mid-West part of China,such as resources industry environmental protection and infrustruction construction,and brings forward solutions respectively:①accelerating the development of Mid West part of China;②adjusting economic structure as well as transforming economic growth patterns;③dealing correctly with various relationships in the process of rural area urbanization;④building perfect institution and policy protecting system which can accelerate the development of rural area urbanization.
