作为一种新型的政府行为方式 ,行政指导是现代行政发展的产物 ,是塑造良好的政府形象的客观需要。本文着重分析行政指导在政府行为中的作用以及与依法行政关系 ,并结合我国行政指导的具体实践 。

As a kind of new type behavior way of the government, the administration guides is the desirability of moulding good government image, which is a result of modern administration development. This thesis mainly analyses the role of the administration guides in government behavior and its relation to administering the state according to law, and puts forward several thoughts about structuring the legalization of the administration guides combining the concrete practice that is administration guides in our country.
