以非工程措施为主的防洪发展战略

Strategy of flood control focused on no-structural measuress

通过对防洪体系中两类防洪减灾措施(工程防洪措施和非工程防洪措施)的研究,对新时期我国防洪减灾工作的重点做出了展望,本着人水合一,走可持续发展道路的原则,提出了大力发展非工程防洪措施为主的发展方略,并对现阶段工作中的重点问题进行了探讨。

Two kinds of flood control and disaster reduction measures (the structural measures and the non-structural measures) of the flood control system are studied, and the focal point of the flood control in the new era is prospected in this paper. According to the principle of people getting in harmony with water and making sustainable development, the paper proposes a strategy to drastically develop non-structural measures and the key problems concerning the present work are also discussed .
