今年8月16日,国务院办公厅函复海关总署,同意在深圳盐田港等7个保税区与各自临近港区开展联动试点,专门发展仓储和物流产业。至此中国开展区港联动的地区已达15个。而此时,距离上海外高桥保税区率先启动“区港联动”试点仅仅4个月。迹象表明,这标志着保税区向自由贸易区(即自由港)转型的改革试点时机已经成熟,中国保税区正朝着自由贸易区或自由港大步迈进。然而,近日记者在深圳采访,感受到深圳港方面对自由港的话题出语谨慎,对该概念非常敏感。
On 16th August 2004, the General Office of the StateCouncil replied to the General Administration of Customs,agreeing that joint operations can be put on trial between7 tax free zones (including Yantian Port) and their adja-cent port areas to develop storage and logistics business.By now, such linkages have risen to 15 in China. Thisperformance came out only four months after the firstlinkage appeared in Shanghai Waigaoqiao tax free zone.It indicates that the reform of tax free zone into free tradearea (or free trade port) has become matured, and ourtax free zones are stepping into free trade areas or freetrade ports.
