摘要
分析了我国政府职能与城市规划决策的演变 ,指出计划经济体制下的城市规划决策存在的问题。介绍了优化城市规划决策的途径 ,即推进城市规划决策权的适度分离 ,完善我国城市规划法规体系 ,加强对城市规划决策的监督。
It analyzes evolutions of governmental function & policy decision of city plan in China, points out problems existing in policy decision of city plan under planned economic system, and introduces ways of optimizing policty decision of city plan, namely, to accelerate moderate separation of decision rights、to perfect system of city plan laws and to strengthen inspection on policy decision of city plan.
