摘要
当前 ,城乡卫生差距急剧扩大 ,农村卫生事业发展严重滞后 ,农民因病致贫、返贫问题突出。如何坚持以人为本的科学发展观 ,加强农村卫生工作 ,本文提出新形势下农村卫生发展的战略构想 :政府卫生投资的重点放在农村 ,改善农村卫生服务条件 ;推进乡镇卫生院体制改革、机制创新 ,构建多元农村医疗卫生服务体系 ,优化农村卫生服务网络 ;建设具有较高专业素质的农村卫生服务队伍 ,为促进农村卫生发展提供人才与支持 ;完善医疗保障制度 ,提高农民健康保障水平 ,以期促进农村卫生与全面建设小康社会协调发展。
The gap of health services between the city and the country has enlarged rapidly.Rural health developed with comparative slowness and the poverty caused by diseases became severe among the countrymen.To persist in scientific development concept with human-centered and strengthen rural health care,the authors advanced the strategic project for developing rural health under newcircumstance.The government should put the focus of the investment in the country to improve rural health services,promote the reform of township hospital systemto establish multiform medical care system and perfect rural health services net,train rural health services staff with higher professional level to accelerate rural health care,perfect rural medical security system to improve health status of rural resident.Thus,rural health enterprise and all-over well-being society would be developing harmoniously.
