试论唐中央行政对监察权力的弱化

On the Tang Dynasty′s Weakening the Supervisory Power

唐中后期,监察制度遭到破坏,监察权力被削弱。一个重要原因就是监察机构的授权主体由皇帝逐步转向宰相。宰相利用制度监督监察机构,利用职权打击监察官员,并通过争夺监察官员的任免权,控制监察机构,从而削弱了监察机构的权力。

The supervisory system was damaged in middle and late stages of the Tang Dynasty. One of the most important reasons for it was the change of authorizing powers, from the emperor to the prime minister. Prime ministers supervised supervisory organization by means of attacking supervisory officials and controlled supervisory organization by scrambling for the powers of appointing and removing supervisory officials, thus weakened the power of the supervisory organization.
