摘要
论文从微观的角度 ,深入探讨了政府变革与公务员心理契约之间的相互影响。文章提出政府变革在宏观层面上进行系统思考、战略决策的同时 ,必须在微观层面上对公务员实行“心的管理” ,从人本化管理、愿景式管理、参与式管理和激励式管理等四条路径来重构和维护公务员与政府之间的心理契约 ,并促进其从传统型心理契约向现代型心理契约的转变 ,从而确保公务员与政府变革之间协同共振 ,为政府变革夯实微观基础。
From a micro-view, this paper explores deeply the interaction between government reform and psychological contracts of civil servants, and emphasizes that while reforming government we should not only think and decide strategically, but also we should manage the “hearts” of civil servant for the purpose that they are in harmony with each other and solidify the basis of government reform, i.e., restructuring and keeping good psychological contracts between civil servants and government with management of human-oriented, vision, participation and motivation, facilitating the transformation of psychological contract from traditional to modern type.
